Why not?. Like hockey players they too are "entertainers/performers". Should they be allowed to cheat by taking mind & body altering fiscadiliacs in order to profit?. Doesnt "The Man" owe it to society to save us all from these reprobates?...

Just think of all the lives that couldve been saved had the Musicians Unions had mandatory invasive drug testing: Charlie Parker, Joplin, Hendrix, Morrison et al. All the records that would have been prohibited from being made... finally some common sense. Now we clean the slate and expunge history of the last 65yrs of history and the freedoms people fought & died for.

Yes, that's exactly what it's about, not all the red herring being strewn about the grounds. Someone needs to protect us from ourselves. Think of the leagues' and industries' images when people choose to mutilate their own body chemistry! What is also obfuscated is that legal substances (namely alcohol and tobacco) have as detrimental an effect, and in some instances, affect people who choose not to imbibe or inhale.
Anyway.... I think this may be what Fehr wanted, but not in the context of the NHLPA at this juncture.
For lack of a better term, the NHL (BoG and Bettman) installed a salary cap, granted by the players when they finally accepted this CBA in 2005. Fast-forward seven years, and it appears the NHL no longer likes the CBA they shoved down the players throat. The owners of NHL franchises want to keep more of the revenue, when the growth of revenues since the lockout has been relatively staggering.
Ownership wants to claim something is broken? This is the CBA the ownership crafted, which clawed back salaries and instituted a cap seven years ago. The fix is to claw back salaries again and lower the cap?
Of course the NHLPA position would have to be about revenue sharing. The PA feels the "partnership" between them and the NHL has not only allowed player salaries to rise, but also League (and therefore owner) revenues to rise. If there are problems with specifc teams' revenues, the PA isn't going to simply roll over again for another claw back of salaries and a smaller cap. The NHLPA would have to say if there are quite a few have-not franchises, then make the extremely profitable franchises (the haves) give up some of their money to fix this problem, instead of taking money from the players, again. After all, the revenue generation of the League is growing by leaps and bounds.
It's also very clear that seven years ago, owners were perfectly happy to accept a higher share going to players IF revenues grew. They contended that at roughly $2.1 billion, players should only get 54%. If that figure exceeded $2.7 billion or higher, they agreed the players should get 57%. So the response is to say, "Hey, we grew too much! We didn't ~really~ think that if we grew HRR by this amount that you should get a higher percentage. No, really!"

Musicians who trip and whirl are at a major creative advantage over those who don't. This is an unfair advantage wrought through illegal means - we need mandatory drug testing of all creatives to level the playing field.
I want that, too, although it's such an ephemeral itinerant flittery statement that it's hard to disagree with.
It's like saying "I like puppies and love".
Seems like we're in for a lockout.

When I read the name I think of the pronounciation as sounding like Fair. I have not thought of how the name sounds as effecting his public image but it is kind of interesting now that you mention it.
Something that I think Fehr should want on behalf of the players is more accurate stats for the games. Since player contract negotiations are based on the records kept it is in the interest of the team ownership to skew the stats lower. Missing blocked shots or hits over an 82 game year can add up or down as the case may be. If comparables are what are used to determine value this needs to be better addressed in my opinion.

Well, if there IS a prolonged lockout, maybe that'll take care of the weak sister teams and force a move to Quebec or another more viable hockey market. It'd be a great "Excuse" for Bettman.

Fehr is having a staredown, so no, he hasn't said a thing beyond working towards 'something the players had a part in crafting and feeling that it's fair'. [paraphrasing]

If you believe the "weak sister teams" are losing money when operating, then wouldn't a lockout help them? No need to pay those pesky player salaries, lay off all the non-essential staff and wait it out.
