It's hard to find arguments why Russians should go to CHL when Malkin, Ovechkin, Kovalchuk, Datsyuk never played a single game in CHL.... Top prospects already have a possibility to play KHL at that age and even if not, MHL is not a bad alternative... it didn't make Gusev a worse player that he spend this year in MHL mostly.

The main arguments are that if you play in the khl at the age of 16-17 you sign a 5 year contract where most to all can't play at that level that young. So they play in a lower level junior league there. It's debatable either way. If a player is content staying in Russia then no there is not a reason to come over. If they gave interest in the NHL and being drafted high then there are many reasons. One stat to look as since 2009 only 8 Russians have been drafted in the NHL that did not play in the chl.

The contract issue works both ways, so the KHL has a right to protect its interest in players that they will spend a lot of money developing. The NHL operates on the exact same principle. My personal belief is that whatever junior league a prospect plays in is of no interest to NHL General Managers whatsoever. They are looking for good prospects who can conceivably help their team. If there is an advantage to anyone other than the agent in order for a prospect to win a roster spot in the NHL by playing in the CHL, it puzzles me as to what it is.

I highly doubt the necessity to come to NA to improve their game. They can grow more in Russia given the opportunity.
