He's made it pretty obvious it's absolutely nothing to do with the safety of the players. It has everything to do with not pissing the players off.

Why did Shaw get 3 games for accidentally hitting Smith's head and Weber get a $2,500 fine for intentionally ramming Zetterberg's head into the glass? 4 games for Asham? It isn't like he's afraid to hand them out.
Secondly, Shanny allowed Neal's word to save him a game suspension.
He believed Neal's word that he jumped only bracing for an unexpected hit, even though it was blatantly intentional.
He even said that because he jumped into the hit on the second, it was a suspension.
