My sense, once upon a time, was that he was a marginal 3rd pairing player, but the organization opted to put him in the AHL to get regular minutes. I thought he was left there because of the threat of being claimed--has he actually been so poor that he's a worse option that Gus or Walker or whoever?

He was injured for most of the season. When he played, I'm not sure how he did, but I doubt he would have made it through re-entry waivers during the season.
And this is the reason why you should not trade away top picks when you can select a capable Dman and develop him for the future. All the best teams not only have a quality product on the ice, but they have a phenomenal group of prospect in their system to rely on if something goes wrong.
See:
Detroit Red Wings
Nashville Predators
St. Louis Blues
Boston Bruins
Chicago Blackhawks
Ottawa Senators (last year was somewhat of a fluke in terms of NHL quality)

First, I think you're exaggerating the depth of NHL-ready prospects in some of those organizations, and ignoring the fact that the Flyers are already about 9 deep (Pronger, Mez, Grossmann out, Coburn, Timonen, Carle, Lila left from the opening day roster; Bourdon hurt, Kubina awful, etc.) Aside from Nashville, maybe, I don't think any of those teams look that much better in their AHL 3rd pairing.
Second, none of those teams have the young forward depth the Flyers do. It is a trade off, to be sure, but it hardly seems worth it to elevate the defensive depth while ignoring the lack of scoring, etc.
Bart's been requested for the World Championships by the Latvian national team, so the Flyers didn't include him among the black aces called up for the playoffs. I guess this is just a formality to let him leave while his NHL season is still technically ongoing.

I might be missing something, but that doesn't sound right.
A player doesn't need to clear waivers to be released to their national team--as far as I know. It would seem pretty stupid for the Flyers to take that risk to let the kid go to the tournament.
I think this is about covering their bases in case someone else gets hurt.
All these names from the Flyers obituaries seem to be resurrecting like zombies although Leighton is by far the worst of the lot. I'm waiting to hear that Moe Mantha and Ric Nattress have come out of retirement....
Bartulis was released to play for national team and arrived in Latvia today (thursday), then he received call that he's been put on re-entry vaiwers and is flying back to Philly tomorrow. Funny stuff - from Philadelphia to Riga and back in one day He told local media that he's been twice on the phone with Holmgren and it was decided to go back. Bartulis could probably be claimed by another team but anyways he would be staying in Philly until July 1
Wouldn't be surprised if someone claimed him, extra D-man for 300k next season. Also, I really hope his twitter is real, because it's quite hilarious, especially calling Crosby a *****.

To clarify--I thought that the claiming team was on the hook for 50 percent of the hit this season, but bore the full cap hit next year. No?
Speaking of Oskars I saw a Bartulis Jersey walking around at the game yesterday but it had a #7 on it. Is this some special Phantoms Jersey that looks like a Flyers Jersey I vaguely remember the Phantoms at one point wearing Flyers Jerseys and was wondering if someone could solve that mystery for me. Seeing a Flyers #7 jersey without Barber on it freaked me out a bit
