the IIHF is a funny organization. they wanted to sell more tickets, so they changed the mode to get more predictable line-ups and no longer having a 2nd group stage were people didn't buy enough tickets because of the teams not be known until a few days before and then they have a bunch of games at noon where only a few can attend. that's logic.
