Rule is simple, it will vastly reduce amount of head injuries and will be good for sport.
It's called "safety penalty", or "Lindros penalty".
It will punish skating with player's head down. So, if a player gets hit with his head down, he gets 2 minutes regardless of what the hit was about. So the hitter can get an elbowing major, but the victim will get 2 mins as well.
Players nowdays risk to take a hit, but to make a play. Will they take a penalty to make a play? This isn't very smart.
Just think about it: there will be less talentless players who can't stickhandle (they will all take too much safety penalties), there will be less hits to the head, there will be more beautiful quick head-up passing. Amazing idea.
There is another variant of this penalty, more complex - also to call this penalty any time when a player skates with his head down for too long (like 4 strides), but it will be too difficult to count strides, so I doubt it can survive.
Who exactly is going to replace these "talentless players who can't stick handle"? How do you find the puck when you can't look down to find it? What about all the hits to the head that happen while a player is looking up in an opposite direction? Savard wasn't looking down when Cooke ended his career.
Isn't the career-threatening concussion punishment enough?
When most contact with a head is prohibited, players tend to have less awareness for their safety. It may and will lead to more injuries. As we all saw this year, the amount of concussions and questionnable hits is still very formidable - it's partly because players put themselves into vulnerable positions knowing that a hit to the head will be illegal. But it doesn't mean that illegal hit won't happen. Now, if it will be not only risky but also costly for your team, players will have to be aware.

I don't think the NHL will have hard time replacing Zac Rinaldo etc. It may take longer than a few days, but in the end this type of players will simply be extinct. There used to be times when many NHLers had average skills and compensated it with size, holding and hooking.
If a player gets caught admiring his pass (think Stevens-Kariya if no interference), it should also be a penalty, good point.
If it's a blindsider, interference or any hit not being a good check on a player watching his skates, no penalty of course. It only applies to players who aren't looking where are they skating.

So everybody will skate head-down? It will be really hard to play to bodycheck on the NHL rinks with players being that big. I think all accented hits to the head should be called (KHL style), but all no matter what doesn't sound good.

This would work great if they weren't using hockey sticks, and if the puck floated around eye level. I think you'd have a better chance proposing a floating puck to be honest.
Is this real? Out of all the ridiculous proposals, this one takes the cake. Some of the ppl on here never cease to amaze me. I want whatever ur smoking op, must be some good stuff.
Coaches at the junior level and below aren't training their players to be NHL players, they're training them so they can win. And right now, speed is one of the most important things in the game. You keep your head up, and your speed goes down.
getting caught with your head down and rearranged is punishment enough.
the real issue here is the coaches and trainers need to drill it into these guys' heads that they NEED TO KEEP THEIR HEAD UP AT ALL TIMES. I know it might happen once in a while, but it's a shame to see a guy like Lindros who did it so much over his career. How did nobody help him fix this?
Really not thay bad of an idea. I mean you'd be pisses if it happened to your team, but it would definitely influence players to kwep theie heads up.
The only downfall may be players INTENTIONALLY putting their heads down with the hopes of drawing a call...meaning more ******** for the league to look at and even possibly more injuries.
