He is a UFA at the end of next year, so if we play this out Ottawa has him as a backup next year and lose him to free agency. Why would he resign as a backup and Lehner breathing down his neck when he could be a potential starter somewhere else. Another option is have Bishop as a backup next year get 20 games before the trade deadline and then trade him and bring up Lehner.
The group 6 free agent thing isn't clear, but he may be a RFA after next year.

Bishop's AHL numbers are way better, and Norfolk is the #1 team, Peoria has 73 points, compared to Norfolk's 89. Bishop's NHL numbers are also much better. I know you didn't say they have identical numbers, but your defense of his comment makes about as much sense as he did.
