The Pittsburgh Penguins acquired goalie Tomas Vokoun from the Washington Capitals on Monday for a seventh-round draft pick and then signed the veteran to a two-year, $4 million contract.
Great deal for the Pens. Get Vokoun's rights for next to nothing and get him signed pretty cheap. Definitely a much better back-up option if Fleury struggles.

I forget the exact rule but it's something like teams can make trades after the deadline, players just can't play for that team until the next season.

I think the reason is more about the former possibility of lightening Fleury load, as he wasn't sharp this last playoffs after playing so many games..
Don't see Fleury being traded as he is a core piece, and Pens realize you need to build from the net out with strength down the middle.
Vokoun gives them a veteran depth presence as an insurance policy to a Fleury injury, without it potentially costing the Pens a playoff year.
Wonder more how this move effects the Leafs now, as it was said Vokoun was an option Toronto was considering for their backup needs.

I believe you can make a trade after you have been eliminated from the playoffs. So 28 teams can make a trade with the exception of two right now (LA and NJ).

In addition to this non playoff teams off-season begin at the end of the regular season..
With no more games to be played there is essentially no trade freeze as the player can't effect the current season's results any further.
