The way it works is, you can scroll over the Green sections and a pop-up tells you what price range is available. To get the exact seats, you then click on that section.
But where are your current seats? If you already have $73 seats, nothing is supposed to show up for a lower price range.

Anyone know why behind 217, 218 and 219 seats are $79 instead of $73?

Row 2 is more than rows 3 and up just like row 1. Behind the goals, row 2 is $79 which just happens to be the same price as rows 3-14 in the center sections.
Im confused. You mean it shows up on the tool, but it wouldnt allow you to change to them if the price is less?
I don't think any lower priced seats are supposed to show up on the tool, even if seats are available. Which could be why some people are seeing $53 seats and others are not.

My upgrade was at 2 PM. I have $79 seats. The online upgrade tool would not show me anything available in lower price points, only the same price point or more expensive.
I can't speak to the $50/$53/$73 price ranges, but for the $79 and up price ranges in the 200 sections, there were only scattered pairs available and plenty of seats in the 1st row for $125/$150. I think if I had lower bowl seats, I would consider moving up to the first row of the upper bowl.

Just went on. Looked like there were a couple hundred seats left in the upper tier and around 1000 in lower tier.

As of now, the tool is showing only 1 pair available in row 13 (seats 8-9) in 223 (assuming you meant 223 since there isn't a sect. 233) and nothing available in 224.

Im just going to stay in my little 400s area of the arena for now...417. In 2 years once I see where the bridges are, then Ill decide if I want to relocate into the upper bowl. I dont want to feel trapped back there away from the rest of the seating bowl, or be a pain to get to a concourse for a bathroom, but for the cheapest non obstructed seats in the arena right now, Im cool with it.
