Signing a player after camp relates to where the player played hockey the prior season, NA or elsewhere.
Bell can be signed, yes.
Players get skipped over during the draft and signed during the summer/fall each year. For a few examples (not an exhaustive list, just some examples), see SJS/JP Anderson and Sgarbossa; Washington/Brandon Anderson.
Philly's issue with Hyka last summer/fall related to Hyka being a European player and this is one of the places in the CBA where European players have different rules applied. There are some good write-ups if you search for the stuff about the Hyka situation last summer.

For a NA-based player last season, eligible and not selected in the draft, in simple terms, what happens is that a team can sign a player to a tryout contract for the summer at some point after the conclusion of the entry draft and if they decide they want to sign a player to an ELC, they do so before the tryout agreement expires. The expiration varies by age for the NA-based player, but again in simple terms, it's the start of the NHL season as long as they are on the tryout agreement.
