I'm from here, but in my opinion Victoria is a much prettier city.

On a sunny day, Victoria has to be one of the prettiest cities in North America.

It's a (somewhat, for Canadian standards) big city with a small town feel.

But the best part has to be the Gulf Islands. Breath taking views, crazy historic stories/facts, camping, nature, culture, etc.

Vancouver is beautiful, but also has some of the ugliest parts.

Victoria has its ugly parts, but not as drastic as Vancouver.

Victoria is a lot smaller too and doesn't have a big city feel at all so of course Vancouver is going to have more ugly parts as most cities do. Victoria is a beautiful place but it's pointless to say that Vancouver is prettier than Victoria or vise versa because they pretty much offer the same view and both are equally gorgeous on a sunny day.
