I'm torn. I like that they are trying to do something but I'm not really sure how it will pan out. This will actually increase the space on the rink (well except for the space behind the net) making it 1,4 meters (4,6 feet) longer from goal line to goal line. But at a quick glance it should mean more space for defenders to cover and more space for offensive players to use.
In short for non swedish readers:
The SEL will move the goal line back 2,3 feet (70 centimeters, 0,7 meters) closer to the boards, from todays ~13,1 feet (4 meters) to ~10,8 feet (3,3 meters). They will test it during the preseason and if it turns out ok it will be implemented from the start of the regular season. The reason is that the league wants a more open and entertaining attacking hockey to be played.
If I'm not mistaken this will make the space behind the net equal to the NA size.
