I voted Noreau and by a hair. I think he's a bit safer right now. I like Andersson's upside more, though.

Noreau - his game is simpler and thus easier to reach NHL as a 3rd pair D. On the other hand, Andersson's upside is top 4 but if he's not there - he's not going to make it in NHL in the bottom pair capacity. Very close!
As previously stated, totally at odds with this year's list. Andersson should have been voted in long before #15, and Noreau brings less to the table than Ceresnak.

Based on what? By all accounts, Noreau has developed in leaps and bounds from last year to this year. He has even honed his low, hard shot nicely.
Andersson is going to have to prove three things before I am willing to rank him any higher than this:
A. That he has a clue about how to actually play defense.
B. That he isn't scared to death of anything resembling a physical game.
C. That his on-ice vision and awareness matches his athleticism.
Right now, I see a lot of skill. But I also see a lot of the same warning signs I saw with Sanguinetti. And he's not nearly as put together as Sangs was at the same age.

Hardly anyone. Clips on the internet, really. With Noreau, you can regularly watch him play if you choose to.

Honestly, I doubt the vast majority of us watch any of our prospects on a regular basis. Andersson in particular was not Ranger property until a couple of months ago, so even if you happened to catch a game with him in it, why would you have scrutinized him vs. any other player?
Moreover, even if you were able to watch every shift a teenager has played, in most cases that player will need at least several years of development before he's NHL ready. Who can say for sure how good Andersson or Noreau will be in 5 years?
The best you can do is look at their tools, consider their upside, look for improvement and project. The key is that a young player and demonstrates steady improvement and doesn't stumble at the next level. As long as he does that, there's hope.
