Arnold should be a B, he has a real high chance of being a good third line center, Ferland and Brossoit are Ds.
Nemisz should be a 7 however C or D
Horak is a 6.5 A or B, he's proven he can be a bottom six guy.
I don't recall HF changing previously rated players much, if ever.
For the newly drafted Flames sneaking into the top 20, here's my guess:
Jankowski: 10.0 F

What about Karri Ramo? I know he is 26 and played in a few games for Tampa, But is he still a prospect that is worth looking at? He went 33-6 in 2010-2011 and even though his wins dropped in 2011-2012, his GAA still dropped and he played more minutes while facing more shots. Is he considered a bust?

I don't think he's considered a bust, as he's committed to his KHL team for the upcoming season.

Not at all a bust. He could probably play in the NHL at least as a backup right now.
The issue is that he is in the KHL, not the Flames system and so he goes pretty much unnoticed.
FWIW he said something along the lines of wanting to come here if he had a legitimate shot as being the #1 Goalie.
Maybe next year we will see a tandem of Irving/Ramo if Kipper is moved or retires.
