This isn't entirely unexpected by Penguins fans as there were some comments about Petersen having some personal issues that needed tending to at the end of last season. I don't want to get too much into speculation, but I believe his wife is battling some health issues.
These are guys that they know they can send down now without being picked up.
I'd say the only two maybes are Wright and Caruso for Florida because they're both young (22 and 24, respectively) and both capable of playing in the NHL (In Wright's case, he already has 49 career NHL games while Caruso has played 4 full seasons in the AHL with improving numbers each season). Still, I'd be shocked if either were claimed.
Also, Petersen was apparently on waivers yesterday (not today) and has cleared waivers meaning he's likely been bought out by the Penguins. If you're wondering why they can buy a player out so far outside the traditional buy-out window, it's because he team and the player mutually agreed on the process.

I was under the impression that a special waiver period had been set up for 2-way contracts that were subject to waivers, so the players would be safe from poaching.

They can still be claimed. The "special" aspect of this waiver period is that, at the end of the lock-out (should there be one), these players can be recalled and any of them who are eligible for 're-entry' waivers will not have to do so.
And the possibility of players being claimed is very real

During the 2004-2005, there was an unwritten rule between GMs that prohibited waiver claims. IIRC, the only team that broke the rule where the Blue Jackets. They claimed Francois Beauchemin from Montreal.

I'm not sure how they can do that. Those players already have valid contracts that allow them to play in the AHL.
