For Milan it is probably Ceske Budejovice in Czech league or nothing. He started there his hockey career and he'd meet with his brother Zbynek if both are going to play in Europe.
Quote from today from GM of Ceske Budejovice: "We don't know about Milan Michalek yet. He'll wait how long will the lockout last. He has a great contract and doesn't want to get injured."

Are they not in a lower tier league this year?

As far as I know he can't sign with any SEL team unless he plans to play there the entire year.

I read in a swiss newspaper today that Jason Spezza was in contact with Langnau Tigers of NLA. They're said to be looking for players that will be there for the whole year, so they'd not be interested in Spezza anymore. No idea how reliable that rumor is.
Here's a short internet newstext which cites said newspaper as their source (in german):

Call me paranoid, but I kinda don't want out guys playing elsewhere for fear of injury.

It's so true.
I hope I'll be able to get some KHL streams for games that have Sens players in them.

Yeah, SEL can - as of now, as some teams are working towards having that rule taken away - not sign any players with NHL contracts.

He's played for the Latvian National Teams more than twice, so yes.
EDIT: Oh, and the rules only apply to teams based in Russia

Well.... not really, there are quite a few guys ahead of him who play in khl who i would say are more skilled.

More skilled is not the same as better player.

lol bold statement
So how do you know that exactly? Do you follow closely every Latvian hockey player in the world?
Just because he plays in the NHL means he's better than others?

Agreed. Gonchar is one of the players Malkin looks up to most and has helped him quite a bit adjusting to North America.

Well that's a pretty good reason
Janis Sprukts is the only one you could make an argument for
