Bowman won a Stanely Cup > all the other Chicago GM's.
Right place at the right time. He gets 0 credit for that Cup, which is exactly how much he deserves.
Given the team has done nothing but get worse (which was understandable given the cap situation) and then remain at that level (which is unacceptable), Bowman is nowhere near the best GM in Chicago. He is one of the least proactive GMs in the NHL.
Emery's had 1 offseason, and look - the Bears are an elite team in the NFC tied for 2nd in total points scored and third best in points against.
That's what I call progress. He's easily the best right now.
