A Question About Trade Discussions During The Lockout

I've seen a few sources say that teams can talk to each other about trades during the lockout but, obviously, that nothing can be completed or announced until the new CBA is in place (this is mentioned in a lot of the articles about the alleged Luongo to the Leafs trade). I have also seen other sources which claim that teams are not allowed to discuss trades during the lockout (at least one article claimed that Gillis said this in response to the Luongo story). Does anyone here know which of these claims is true - can teams discuss trades during the lockout or are they forbidden from doing so until the new CBA is in place?

teams can talk trade--within moments of the last cba kicking in there were a few trades and most trades take a few days to work out. While teams can talk, they will not finalize a deal.

The first trade under the last CBA didn't happen until 5 days after it was ratified. The next trade was 2 days after that.

I thought there was a minor trade right after the CBA was signed and then a short time later things kicked off

Gillis can't make a Luongo trade because he needs Luongo to waive his NTC and he's not allowed to talk to Luongo.
