Yes and no. You stated why they gave him the belt, and the reason was he was a legit champ. And obviously somebody Hart would job too without hurt feelings and even then, he pulled a HBK.

Are you kidding? They knew Backlund would do the job without any crap from his end, which obviously was too hard for Hart at the time. Bret Hart was as much a diva as HBK at the time and didnt want to lose to Nash.
Since we're going with "shocking," Punk over Cena at MitB is definitely up there. I was so mentally convinced Punk wasn't going to win and he was just going to get his 15 minutes of fame.
Rhodes pinned Orton last year while Orton was still champion, I have to admit I marked out a little.
I don't know who it was, but I remember some small dude was trying to goad Batista into a match backstage and slapped him in the face, Batista chased the guy into the ring and ended up losing on a roll-up. I can't remember for the life of me who it was.
I don't know if it counts as an upset, but Daniel Bryan actually winning MitB was pretty shocking.

Punk over Cena at MITB 2011 wasn't much of an upset, but it was definitely shocking, particularly since it was actually a semi-clean finish. Watching the videos of the crowd in Chicago that night still gives me the chills. So amazingly bad ass.
