Last meeting: The Dolphins posted a 30-23 victory in Buffalo on Dec. 18, 2011. Matt Moore threw for two TDs and Reggie Bush busted off a 76-yard TD gallop as Miami led 30-13 in the fourth quarter. The Bills were within seven with 1:26 left but failed to recover an onside kick, which effectively ended the game.
TNF isn't a marquee game. Everyone gets to play once, as BWC said.
NFL Network really couldn't care about the ratings of the games. They simply need the content of having games to get cable providers to pony up. It's subscriber fees they are after, not advertising dollars.
I'm excited to see CJ Spiller back as the main running back. That might be the only reason I watch this game.
Gailey is a moron, so he'll probably give it to Spiller 10 times and call 50 pass plays. He'd rather put the game in a mediocre QB's hands than let his only elite-caliber player determine it.

The Dolphins aren't terrible? They just lost to the Titans by 34. That said, the Bills are also horrible, they've lost 11 straight prime-time games, and they're 2-13 against the AFC East under Gailey.

Are they a better than expected team who is having a tough couple of games
Are they a bad team who played above expectation and is now free falling back to where they should be
I'm gonna go with the free fall one.
The Bills don't suck as of late. Last 4 weeks they have been competitive. Competitive against playoff caliber teams like Houston and New England. In other words, the Bills play good enough to lose.
I think it will be a close game in terms of result but horrible football to watch (like the KC-PIT game).

This is a tough one to pick. I'm picking the Bills based on the short turnaround & having to go on the road. But bad as Miami looked last week, they will likely be determined not to have a repeat performance. (as the Titans did after that abomination against Chicago)
