The green stars meant you had scouted him enough to have a decent idea of his potential, but not enough for full accuracy (that would be white stars).

Unfortunately the color system for scouting accuracy means something different than the system for post-draft potential ratings, even though it looks the same on the screen. Took me a while to figure that one out.

I'm not talking about the scouting, I didn't scout Patterson that time around. Colorado was using him as their starter and he had 4.5 green stars while being 95 overall.

According the EA, that isn't correct at all.

Green is accurate.
Yellow is somewhat accurate.
Red is hardly accurate.
Silver means they won't improve any further than they are at their current star level.

After they are drafted it goes like this

Green = Likely to reach his potential
Yellow= Maybe reaches his potential
Red = Unlikely to reach his potential
White = Reached his potential.

But before there drafted white means you scouted him as much as you could, and it's really accurate.

I think that's what he was confused about?

Franchise tag still works based on the fact that I've gone over board editing MacKinnon into one by mistake before. 5 Star with green potential and an 82 OVR had him rated on the scouting list as a "franchise player". Drafting him unlocked the task points and all that jazz, but I've never seen one randomly generated thus far.

Never seen one in nhl 13 yet but this one guy was probably pretty close to get the "franchise" tag on him. 81ovr playmaker, 5 green star potential

I've found one 5-star player. Obviously, he wasn't labeled "Franchise" because they don't have that anymore, but it was I believe the 2014/15 draft or 2015/16 in the draft.

Name: Russ (or Ross) Barokowsky (I think that's how you spelt it)
Type: LW PLY
League: United States
H/W: 6'4'' 200+
Potential: 5-star Y

I haven't played beyond one year with him because I went back to school to finish the semester.

Started out as 77 I believe, scored 50+ points in first season, then jumped to 86!

UPDATE.

So im at the 2018 draft. I have the top 2 picks and get a center named Donald Campoli and a defenceman named Todd McAllister.

On June 25th i went to see how good they were and:

Campoli is 85 4.5 yellow.
McAllister is 82 4.5 yellow.

How was Campoli not a franchise player???

I drafted a Defenceman out of the Whl named Sautiner, I picked him first overall and when I got him he was 80 now in his 3rd year he is 90 overall and my franchise D.

bump... could it be that a franchise player is a player you draft and have on your team until retirement?

closest I've ever had is a 4.5 green star LW.... ended up at a 87 overall, by age 22.. havent seen how much he will grow this year, but I'm guessing by the end of his growth he will be 94ish

I think anything 4 star green or better can be considered franchise.
