Ottawa can get in if MLS can get around FIFA as pertains to Canada.
Atlanta may or may not work. If Arthur Blank is already trying to have the Georgia Dome replaced (and it's been at least 2 years that he's been trying), that's likely to be priority, because it's unlikely that and an SSS stadium can happen, unless he wants to go into a different municipality. Frankly, this is what the Thrashers should have done.

Well, the EPL is in 2 countries (England and Wales). So we're not the only one.
As for the original question, I just think that soccer in Canada isn't big enough where they can have 10+ teams compete at a high level with players earning good salaries. Plus, besides Toronto, Vancouver, Montreal, Ottawa and Quebec, there's not many other viable places to put a club, at least financially.

They do. The CSL. But it's just not good for Canadian football development. Much better to have them in a more reputable league. Few leagues have "foreign" teams in their leagues:
Swansea are Welsh and in the English Premier League (Cardiff currently 1st in the Championship and could be promoted whilst other Welsh teams in the pyramid include Wrexham, Newport County and Colwyn Bay)
Berwick Rangers play in the Scottish League system despite being in England.
Andorra FC play in Spain despite being in Andorra
San Marino Calcio play in Italy despite being in San Marino.

Look at the amount of teams in the CFL. Imagine that, but with 2x more games. Would be boring. Plus almost every single big sport is Canada and USA together. It works in the MLB NBA and NHL. Why change

Not sure I understand the relevance of your post (nor do I think your aggressive tone is necessary). Like MLS is going to hold a grudge forever? The league wants to make money. If the market potential is there and everything else is in place, they'll get a shot.
I think one day there will be an all Canadian league, but it will have to span across Canada.
I really don't see it, unless you're either willing to have a 9 or 10 team league, or start an entire European-style league structure from scratch, with each club just paying whatever it can to bring in talent. That won't bring in much money, though, and would be dominated by the clubs in Toronto, Vancouver, and Montreal, anyway.

Not that I've spent much time analyzing this from a Canadian perspective, but what would be the point of an all-Canada league? Don't both countries benefit under the MLS system, and wouldn't both countries suffer if Canada formed its own league?

How much money would they be willing to lose on soccer, though? The losses in MLS were pretty steep in the early goings, that's why Kraft and Hunt and Anschutz owned most of the teams for several years, because they were the only ones who could absorb the losses. If you tried to run it as a franchised league, the travel costs would destroy teams left and right, and promotion and relegation would lead to unbalanced geography, wreaking havoc on travel costs for one side of the country or the other.
Canada is much more likely to produce high level talent working in conjunction with US-based teams and leagues. That's why Canadian owners are more interested in MLS and not trying to start up a league on their own.
