the first question any GM would ask himself when deciding on a buyout - "would the play pass through waivers?"

So would Luongo pass through waivers? no, not even a snowball's chance in hell. So why buy him out and spend $40m instead of waive him for free?

If anyone was getting bought out it would be Ballard if he passed through waivers
