I believe it's the same situation for every NT with small player pool. Good goaltender comes once in 10 years and you can live with that at the senior level but it's a killer at the juniors. Norway is just really lucky lately with Haugen, Volden and Soberg all having potential to become a solid goalies in such a short space of time.
You can somewhat compensate lack of talented forwards because it's not that big of the difference between 6 really good and 4 good + 2 decent ones but mediocre goaltending hurts you instantly. Especially with the new system where you have to play at least few really tight, important matches.
