So speaking of crazy neighbors, this happened to us awhile ago.
We lived in a neighborhood where we didn't know anyone, even our next door neighbor. We had never spoken to the guy so had no prior dealings with them of any sort. One day my wife is out getting the mail and this guy walks up to her and says "Your pigeons are <pooping>(not the word he used) on my roof" to which my wife cannot even find the words to respond to. Keep in mind we lived in the bay area near the delta and pigeons were on everyone's roofs. Anyway she finally musters up a "What are you talking about" and the guy insists "The pigeons on your roof are flying over and ******** on mine". My wife just turned and walked away. There are some arguments just not worth having.
This seems like the best idea here. slo do this one and let us all know how it turned out.
It's what I was gonna suggest too.
I actually have the same problem with our neighbors. But, since they live in the same building as us and share a garage, dumping the garbage out on the driveway screws me too, so my roommate and I just grumble and make fun of how much garbage these people somehow generate (I think having kids must triple ones garbage output).

Isn't it just the most annoying, passive aggressive thing? I know it's just garbage, but it's like they're pooping on your lawn, in front of your face.
We say the same about our neighbor. She's a single woman and manages to fill up her container all the time. It's the same size as ours. We only get ours to about 2/3 full and half of that is cat litter. We recycle and compost everything else. I figure she must eat out a lot and not be too concerned with recycling.
Good news: Chrissy volunteered to bring it up to the neighbor. She's just going to ask if she knows who keeps using our can. We'll see how the neighbor responds. Moment of truth.

Nah, she has more of a relationship with Linda than me. Chrissy's always over at the house, helping out with the kittens that Linda fosters. She felt it'd be less of an issue if she casually brings it up and as she put it, "more Chrissy make nice, less Rick SMASH!"
