I guess depending on how he does this season (if there is a season), he may get $3M or more from some team, and it's doubtful the Hawks can go more than $3M if the cap is $65M or other changes aren't made.

It all remains to be seen based on how much the cap is next year. If it really goes down to $60 million there isn't going to be much available cap space for next year's FAs.
For Teams like the Isles. Jackets and Oilers, there will be Cap Space to add him
There will certainly be some teams with space. It is a matter of some of those teams spending money though. I'm also not sure what the FA crop looks like for next year.
