I think he meant that teams will now play each team in their own division 4 times...rather than 2 teams 5 times and 2 teams 4 times.

There is no way teams would ONLY play in their division for 48 games...doesn't make sense and makes the conference standings useless in determining playoff seeding. Playoff seeding at that point would need to be determined by divisions rather than conferences.
