I just moved to Toronto and was thinking about getting NHL GameCenter Live (and run it through HDMI to TV). Anyway, I'm not clear - will I be able to watch blacked-out Senators games in Toronto?

They usually only open it up a couple of days before the season. My guess is they are trying to figure out what they will charge.

Games streamed in HD for me over VPN for the last 2 years. Looked great on a 100" projector. Shows and movies also stream in HD from US Netflix and Hulu. You are really misinformed here. TONS of people use VPNs for streaming geo-blocked HD content.

Yes you can. I watched every single Senators game for the last 2 seasons on gamecenter, in Ottawa, by using a VPN.
If you have an Android you can also download apps that spoof your location and allow you to watch games on your phone or tablet that otherwise would be blocked.

I've bought it from South Korea 3 years in a row. Think they're sorting it all out now, but when it's up, you'll be able to buy it no problem.

You can use some free proxy, start a game, turn off proxy and gamecenter will pick up your normal connection and won't complain that the game is blacked out. No need for VPN here.

Though I know that they change pricing according to Geo-IP in some instances (I ended up signing up from a work workstation in Canada last year rather than in the UK where I was, because of the exchange differences).
How is this for Sens games? If I got the service, how many live sens games would I get do you think (without using the VPN)?
Pretty sure none. The service is mostly meant for watching out of market games easily. Basically if the game is being played on one of Sportsnet East or CBC, which I think is all of them, it won't be available in the Ottawa area. I'm planning on going the VPN route

If you're in the Ottawa area, then any game on SN, CBC or TSN will not be covered. SN has 34 of the games (33 SN E, 1 SN Sens), CBC has 8, and TSN has 6. So that's all 48 games on TV in the Ottawa area.
Also CBC should stream all 8 of its games and 4 of the 6 TSN games are on Wed nights, which I believe traditionally has been the night they've streamed broadcasts free?

It's hard to say without trying it myself, but the website for Gamecentre does say it's for 800 kbps and up, which meets your current download speed. I dont want to say it will be fine or not without trying but if the website says you meet the requirements then it might be worth a shot.
edit: just to add, it also says the website functions fully with 3 mb/s or higher, but the minimum is 800. I'd imagine it would be a bit choppy for you.
To be honest, with a 0.97 mb/s download speed, the video quality from Gamecenter would be so bad that you'd get a stream with equivalent quality for free. Imo, you pay for Gamecenter for the high quality feeds of the games which are simply unattainable at your speeds.

Someone needs to kick Indonesia into the 21st century as far as the internet is concerned.
There is a gamecenter app on iPhone and iPad where you can watch all Sens games that are not blacked out.
Oh, and to decide whether the game is black out or not it uses location service, not IP address. You can spoof your location though on jailbroken device.

Have you looked into getting a 4G dongle? Should be a hell of a lot quicker if available. Can't see these links since I'm at work but might be helpful....
