Are 35+ contracts the same in the new CBA?

Will 35+ contracts still count against the cap even if a player retires? What if a player goes to play in Europe?

From the official CBA terms of summary:
The “Over 35” Rule will remain status quo.

There is a sticky thread which answers most of the basic questions in regards to the CBA.

Not yet. I don't think the full CBA document has been finalized yet. The two sides signed off on the MOU of the new CBA which will be used to finalize it I think. Probably won't be a few months til they release it.
