Anyways…is there a period where you can trade picks before the draft? Pre-lottery I have the third pick, but the guy I want will go 2nd I think, so I would want to move up to 1st or 2nd to nab him.

I don't know how I feel about it. To offer a counter example, NYI offered an entire draft's worth of picks to move from 4th to 2nd last year and were rejected. Often the demand is the high first plus a very good young roster player and maybe even a star prospect additionally. But if the guy you're after is so appealing, why would the team want to move down? This point is really not relevant, but the Florida examples happened over a decade ago and most fans and GMs would agree they were bad choices (JBo over Nash etc) and is probably why we don't see movement with top five picks ever anymore. Since the lockout, the move you reference has not happened. (edit: for complete accuracy, in 2008 the Isles traded the 5th to Toronto for the 7th, a 2nd, and a 3rd, but 7-5 is a way less important gap than 3-2)
On the other hand, if the CPU accepts your proposed deal than it doesn't really matter if I think such a move would be unlikely in real life, it only matters that the game's internal logic thinks it acceptable.
This isn't a vote against it, of course, I'm just interested to see how people feel.

I have no problem upping the value a little. I have solid prospects and players at every position, but outside of Giroux, im lacking a "star," or 4.5 star prospect. That's why im desperate here haha. I've scouted the top 5 players hard during the season and what the screen shows me is there is a tier of 2 players at the top of 4.5 star guys, then 5 guys at 4 stars from 3-7.
I would happily select one of the 4 star guys, but they are mostly positions im deep in (center, defense) and I am willing to pay the price to assure I get the LW'er from the top 2.
I will change it to my first, and the first I got from you (Dallas…so about 14th overall?) for the 1st or 2nd pick. . So vs my original proposal, NYI or CHI would move from 1 or 2 to 3, and gain a pick about 14th overall. NYI and CHI lack depth extremely bad, like half of their roster is 50 overalls, so it doesn't hurt them to gain another solid prospect.
I think thats definentely a trade that would be accepted in real life if there wasnt a Crosby or Ovechkin at the top.
Also, the scouting system sucks even more in GM connected than it does than offline be a gm mode. I scouted WHL forwards for literally about 20 weeks, and got about 10 "red," or "inaccurate" stats for each of them, and 2-3 semi accurate stats.
I very well could be trading from a 4 star guy to another 4 star guy, or any other variation of that. Its a risk, but I need a top line wing and here is my chance.
I could just win the lottery and make this all easier haha. (Benny…do you take bribes? Ill flip ya something if you fix the lottery)
