I'm pretty sure that no team can be more than 10% over the cap during the offseason. That doesn't mean Briere (or anyone else ) is coming to L.A., but teams don't have all the room in the world before training camp.

I'm not sure if that's true or not, but I'll take your word for it. Still, 10% of $44M is $4.4M, which is almost the amount that both Briere and Gomez were awarded, so I doubt that that would really factor in.
