Even better Karaganda have a team consisting fully of non-local Russians, completely opposite case of Torpedo, who almost exclusively have a local roster and might have one or two ethic Kazakhs on their side. This is a stupid argument from your side and you are looking into this too much.
Simply Kazzinc is much lesser of a sponsor than Kazakhkmys (for Karaganda) and whoever is pumping in money in Astana.

Astana is officially sponsored by the the Kazakh Railroads, obviously its really just the government. Karaganda/Kazakhmys also has connection to the top levels of government and thus a lot of funding. There is some money going to Torpedo, but not enough. Which is a shame since the team consists nearly completely of players trained there, with some money i bet Torpedo could once again become the center of Kazakh hockey. I'm going off topic here, we should get back to talking about new arenas.

Well Ust-kamenogorsk actually is the "nowhere" right now - Astana is the capital of the country and that's where the money obviously is. Similarly that's why a team with great school like Voskresensk basically lost their club to Mitischi.
Yes of course, it matters who lives in the area, but it has nothing to do with something as vague as nationality in Kazakhstan, but rather with the inhabitant (especially those with financial power) wallets.
Also there are 2 new arenas being presented at MIPIM 2013, new 15000 seater for Torpedo, and Ice Palace of Legends for 12000 seats in Moscow. I'll post pics when I find them.
It's no one's, if we don't count a veteran team with Gimayev and co. Dynamo and CSKA will get their own arenas, but it could be a temporary solution in the meantime.

Hopefully yes, if the stadium is semi-descent and getting tickets would become easier, then I dont see why at least 10k would come to the games. And hockey is becoming more popular in astana (as well as in the rest of the country).

No no man, you got it wrong. That is not a render. It is Astana Arena football stadium for 30 000 seats, but you can see the site of the new hockey arena next to it. They started piling.
