Actually, it's been shown that it'd be more effective (for the offensive team) to pull their goalie earlier (with more time remaining). Obviously, things change a bit when you can shoot all over the ice when you're shorthanded, but far from the dumbest thing in sports.

Pulling the goalie earlier just puts you down by 2 earlier.
