It is consistent with the Neal-Couturier decision. A player can claim that they jumped to avoid contact, and it appears to get them off the hook for any contact with the head.
EDIT: Granted, since he didn't have a hearing, I'm not sure how he could have offered that noted exception to the rule. I supposed Shanahan just realized he would, and decided not to waste anyone's time.
EDIT AGAIN: The Toronto-based media reaction is hilarious. They are convinced that this is basically directly on the orders of the NHL to make sure that the Rangers make the playoffs.

While I agree that Nash should've been suspended, this is a bit of an overreaction.
That first tweet is just bad. Shanahan already lost the rest of his credibility when he accepted Neal's defense of jumping to avoid a hit on Couturier and not suspending Weber for slamming Zetterburg's head into the boards.
Edit: Washington is beating up on the Jets again. Same as last night.
