I don't understand why a player has to be waived if your signing him off the street. What's the logic behind that?

If by "street" you mean, "a professional league outside of North America" well...then you just answered your own question.

To prevent a team from signing a bunch of all-stars midseason and bypassing their cap hits.

Nhl 98. 97? On genesis. Ran dvorak a lot cuz he could exploit shoot in the corner of the net but didnt have a huge skill value so he was easy to get.

Forgetting that... didnt he retire 10 years ago?

He was okay on Dallas' 3rd line last season, but he can't really score or anything. He was more of a physical cycle guy

I'm glad he got a contract. He'll be a good 4th liner for you guys. He played with Fiddler and Nystrom last season with Dallas. He won't put up many points, but he cycles the puck pretty good and is good along the boards.
