Not the best? Maybe. Helpfull to Minnesota? Not much.
I'm not arguing against or in favor of the duo you've mentioned, but I am agreeing with your reasoning. It's like if a team doesn't win the cup then how can the goalies have been the best duo? Of course they can be. A team is more than just the goaltenders, and if you put those 2 goalies on a better team then everyone would know and remember them as great goalies.

Hasek played all of 28 games for Chicago, and in the the only thing you could call a season he had together with Belfour (played 20games in the reg season and 3 in the post), they both had sv%'s around .893-4 and GAA's of 2.6-7. Which was pretty good for those times, but really still wasn't exactly stellar, and even when you look at their records (keep in mind how good Chicago was that year), projecting it out over an 82 game season, they'd have ended up with 82 points. Again, hardly stellar. This was before Hasek was the dominator and when he was the sort of goalie who got traded for Stephane Beauregard and a 4th.

In Buffalo, Grant Fuhr's best season he posted .891sv and 3.47GAA. But Dominik still hadn't broken out and posted similar stats (.896, 3.14). Again good, but not great. The following year, Dominik dominated (.930sv, 1.95GAA), and Fuhr regressed even further, .883sv, 3.68GAA (though he did at least play 1gm above .500 that year) and even spent some time in the AHL. After that, he got shipped out. And while I acknowledge that for a goalie like Fuhr, who was regarded more for his ability to win than to post nice stats, his time in Buffalo ended up with 25-29-5, a losing record.

Neither tandem ever had both goalies playing dominantly at the same time, and neither tandem stayed together for long enough to really consider them the all time greats, except in terms of name value today. Which is why I much prefer answers like Resch/Smith for the Isles (though, I'll admit an obvious bias there, my avatar sort of gives it away). I also think Beezer/Richter was better and stayed together longer, Roy/Denis was better in their time together and played together just as long as Belfour/Hasek. But in the end, I think Hall/Plante has to take the cake.

Fuhr/Ranford

Hasek was not an elite goaltender during his Blackhawks era, so I don't give muck credit to Belfour/Hasek tandem.

This season the best duo is IMO in SJ: Toskala/Nabokov.

Patrick Roy and whoever played with him at any point in his career, whether it was in Montreal or Colorado.
