re-entry waivers are eliminated altogether, but applied to O'reilly because of his RFA status under the old cba. now it's just return waivers which state that the player who has played outside of north america must go through waivers before playing in the NHL. there are no exceptions like re-entry waivers had.

so yeah, waiver rules would apply to Kuz.

13.23 In the event a professional or former professional Player plays in a league outside North America after the start of the NHL Regular Season, other than on Loan from his Club, he may thereafter play in the NHL during that Playing Season (including Playoffs) only if he has first either cleared or been obtained via Waivers. For the balance of the Playing Season, any such Player who has been obtained via Waivers may be Traded or Loaned only after again clearing Waivers or through Waiver claim. This section shall not apply to a Player on the Reserve List or Restricted Free Agent List of an NHL Club with whom the Player is signing an NHL SPC or is party to an existing SPC with such NHL Club.

for the purposes of this discussion, Kuznetsov is NOT on the capitals reserve list http://www.capgeek.com/capitals/reserve-list/ , and certainly not an RFA. the capitals also cannot sign him to a contract after he has played in the KHL as that would circumvent the waiver rule.

(b) Unsigned Draft Choices.
What Capgeek shows is not the club's full reserve list but simply their SPC count + RFAs. As the above definition shows, that isn't all that encompasses a reserve list.

Kuznetsov would be a perfect signing this summer... Can't wait till 14/15 to see him in action in the Caps jersey. Saw him play for the national team, when Russia faced Sweden near where I live, a couple of months ago. He showed great speed and finesse, along with a good size. Could walk right into a first line, in my opinion. The transition from Russia to NHL has been proven to be hard sometimes though...

I don't see how it does. NJ and Kovy did this by the NHL guidelines. The big star factor doesn't change the fact the the NHL is still the hardest competition in the world.

He's probably a little disappointed that a homegrown legend like Kovalchuk is leaving and that he won't be able to face him in inter-divisional games.

But he seems very set on coming over regardless. He really wants to see how he can do in the NHL.

We just had a better player than Kuznetsov leave at 28 years old and all the board could collectively muster was good riddance. Not sure why anyone is choked up about this.

Eh, I don't think it's that uncommon to settle down around in your 30s. I work in retail and I've wanted to do a 5 year stint at a European corporate hq for a while now. But if I don't get a transfer/offer by 35, I'll stop pursuing it.
