They are, but once they put Pronger on LTIR, I think they will be just at or a hair under.
What I don't know is if they have enough guys that are waiver exempt still that they can demote to get under the cap on paper, and then bring back onto the roster. Pronger counts towards the cap for a split second as they set their rosters, so at some brief moment they have to have his hit fit with the rest of the roster prior to the season starting.

Agreed, we squeezed pretty much every little bit of use out of him before dumping him on Smashville, where he was underwhelming to say the least...if Philly has to use him, they're up ***** creek without a paddle.
The way Philly handles their cap is going to come back to bite them. Unless they win the cup they are wasting lots of cap room on nothing.

There are six other teams also using LTIR and only Boston have a similar situation to the one the Flyers face with Pronger - a great player with a large cap hit knocked out of the league by concussions.
