Rule Change idea

Don't allow the goalie to cover the puck anywhere outside the crease (which may have to be slightly enlarged, though I would say keep it as is). If they do cover it outside the crease, then it's a 2 minute penalty.

sure they do. The only time I've ever seen that called is when the goalie is covering the puck in the corner, or out by the hash marks.

I believe its #254 in the list that NHL refs are instructed not to call for "game management" :p

Then the problem isn't the rule itself, but the refs. No rule change is required, merely enforcement by referees. If they made this kind of delay of game as automatic as shooting the puck over the glass the problem would be solved.

True. This is a really annoying infraction, I've seen it let go far more times than I've seen it called. Most of the time, you can see the ref at least warn the goalie, but sometimes even that doesn't appear to happen.
