...why there were 33 selections in 2nd round of 2006 draft ?

I beleive some teams ( i just know the bruins with Lars Jonsson)
got some compensatory picks from previous 1st round pick that they didnt re-sign.

Is the rule where you got compensationnal pick for losing UFA still effective in the new CBA?

No compensation picks for UFAs I'm pretty sure.

1st rounders are different. Im not sure if they're just grandfathering old 1st rounders who didnt sign or this is permanent.

I believe the same as well. Some teams got compensatory picks for players not signing with them (a.k.a. 1st round pick like Lars Jonsson became 2nd round compensatory pick).

If I'm right, this is the last draft we'll see that because under the new CBA teams no longer get compensatory pick for losing an unsign player and those attributed last year were the remaining pre-lock out picks covered by that rule.

I'm pretty sure you are correct (I think the Kings got a second for not signing David Steckel)
