sounds right, based on complete success rather than relying most on regular season. Noticed at the bottom of the article that the wings spearheaded the plan.

Sounds like a good concept. Seems like the Wings should know that post-season success counts for a lot more than regular season standings.

I launched the first salvo in the thread you referenced when some guy said he didn't think "chokers" should be rewarded. Thems fightin' words. 3 Cups in the last 10 years and some punk still has the gall to call the Wings chokers. I'll take that kind of choking, thank you very much.

Okay, now that I got that out of the way... Why in the world would a team abstain? 29 teams saw it fit to vote one way or another, and the Canadiens abstained???

Seriously, I proposed this exact format on the boards almost two years ago.

The first 14 picks are based solely on Regular season.

Last 4 picks are based soley on Playoffs.

The 12 picks in between are based on a combination of Regular season and playoff performance. Division winners draft after all Non-division winners that get knocked out of Rounds 1 and 2. That's the only part the confused me when I first read the new draft system.

The NHL probably didn't print a version of the ballot in French and the Habs were protesting the leagues blatant franco-phobia.
