Shanny is most likely headed make to the rangers and I wouldn't touch Jeff O'Neill with a 90 foot pole, I mean do we really need a guy who was healthy scratch for the Leafs at times last year?
according to the source over at NHLSCAP it seems we exceeded our limit last year. This was due to the way bonuses are paid out. We were allowed to go over last year, but that does come off this years limit.
there are other issues that count for cap too. things like private jets have to be counted according to Doug McLean an actual GM's comment on the TSN fa special.
we as fans, take things far too much for granted when we think we understand the cap.
teams dont only spend money on 20 contracts as the season plays out. we actually spend money on 23, 24, 25 or more contracts on many nights do to the natural progress of human lives.
if we push right to the cap we are going to be screwed like Vancouver was a couple seasons ago where they kept sending a few players back and forth to the minor leagues every other night on off days cause that every 2000 or so saved was all that was saving their bacon from having to jettison a real player they wanted to keep.
if we commit right to the cap this season, and next year the cap doesnt go up then we are going to start to end up really screwed when we want to promote a kid like Tukko Rask or Zach Hamil up and just cant fit him in under our room.
Ward/Murray/Axelsson repersent around 9 million dollars in possible cap relief we might expect to get over the next year or so... they also repersent 2/3rds of our top line and one half of our top defensive pairing.
look around and tell me how we bring in ANYTHING that CAN PLAY AT ALL for this money or less in the same roles???
where is the other cap relief coming from as we look at the next couple years?
I see a poster here want to dump Mowers to save caproom. Who the heck in the NHL makes less money than Mowers? I could see an argument that would favor dumping Mowers in order to get someone who is a BETTER PLAYER here, but better players MAKE MORE MONEY.

DISCLAIMER: I said I don't know if the Bruins went over. If Kessel earned any part of the bonuses he could have received, then the B's went over by that amount. If he didn't earn any of them, then the B's didn't go over.

You're only counting 20 NHL players. The cap is based on 23, I believe. So you can take at least another $960k off that number, if those two unnamed players make the league minimum of $480k. Which leaves you slightly less than $2.8 to spend on one more guy.
With that in mind, the one player that you could sign at that number who'd have the biggest impact on the season, and go a long way toward making this team 'harder to play against' would be Mike Peca. He wins faceoffs, he's gritty, he'd do as much to cut down our GAA as a top4 defenseman, he'd bring out the best in Axe (expecting they play together), he's a leader, he hits, he blocks a ton of shots, in short, he'd be a very good value at ~$2.5mil.
