The only thing I've ever used, and with good results, is the weight tied to a stick thingy. You simply roll the weight up and down.
I cut a peice of an old broom handle and then drilled a hole in the middle. Then tied it to an old paint can. It cost $0 and it works like a charm.

There's not much to do other than buy the weights and start rolling it up. I have a cheaper version of that and it can blast your arms. I'd get the weights in five pound plates. Start with five pounds and then work your way up.

Another thing I found is the powerball. Believe it or not, this little thing can induce a burn in your forearms that will make it hard to hold anything for a couple minutes. It's small and portable so you can use it about anywhere.
