Not unless you want Nintendo Land (which is a fun family MP game, but has little value apart from that), use the extra money to buy a powered USB external HDD. You'll get 200+GB of storage for the same price.

2. I have a 250 GB Toshiba HDD. Will that work as an external hard drive for the Wii U?

The Wii U has a miniscule PSU because it's electrical footprint is small. Therefore it requires all external HDDs to be powered by AC adapter. If your external is powered by the device it's plugged into, it won't work.

3. Are there mandatory installs like the PS3 has?

No.
There is a significant patch you'll have to download after purchasing. It could take a couple hours, because Nintendo needs better dedicated servers.

4. What are some of the best games out right now? I know the library is pretty small right now and I'm already targeting Monster Hunter 3. Any other good games to consider?

Zombi U is controversial, but I thought it was a fantastic hardcore survival horror game. Don't go expecting a shooter, it won't let you play that way.
NSMB U is legitimately the best 2D platformer in that series. It gets diminished because of it's lack of visual flare and the saturation of the series, but it's great, and there's a full DLC pack coming that adds dozens of new levels and let's you play with different physics with Luigi. Monster Hunter 3 and Lego City are probably the next best.
Pikmin 3 comes out in August. Wonderful 101 and Rayman Legends in September. Wind Waker HD in October. Donkey Kong Country: Tropical Freeze in November and Super Mario 3D World in December. Multiplats include Splinter Cell Blacklist (with full MP and co-op modes that use the gamepad), Watch Dogs, Assassin's Creed IV, and Batman Arkham Origins.
If I'm giving you my honest opinion, unless you want this thing right away, I'd wait. 2014 is where most of Nintendo's excellent stuff is coming, and it will probably coincide with a price drop.
