No, it is correct.
Columbus had the most lottery balls and thus was the favorite to win. If they had won, you got the lowest return on your bet. (If you bet 100, you got that 100 back, plus an additional 20.)
Calgary had the least lottery balls and was the longest shot to win. If they had won, you got the highest return on your best. (If you bet 100, you got that 100 back, plus an additional 1,000.)
Edmonton's win means if you bet 100 on them, you got that 100 back, plus an additional 27 vCash.
