I despise Will Ferrell but even I got a couple laughs from Anchorman.

It's not cyclical at all, IMO. There have always been a chunk of guys who think it's the most quotable thing ever, and a bunch of other guys who think it's stupid and overrated. You don't expect the guys who dislike it to post regularly in a thread about its sequel.
I bet if you post a poll on the main board and made everyone vote, then compared that to two years ago, you would see the same kind of division.
How vocal people are about it might be cyclical.
