Really, one building with multiple owners could be a nightmare to figure out.
Well, that's why most, if not all, multi-tenant arenas have a single arena management team like AEG handling all of that logistical and contractual stuff - not a team masquerading as one (and doing a **** poor job of it) in order to disguise subsidy payments as management fees...

If Phoenix did build a shared arena like in the hypothetical above, they would probably have AEG or an equivalent LONG before they inked the final tenant deals with the Suns and Coyotes.

Bingo. And if the NHL's sincere about retaining its footprint in the State, put their money where their mouths are at, pressure, cajole, provide benefit elsewhere to AEG & have them funnel every sou of profit from every non-hockey booking at GRA including concessions & parking to the club... and no more coasting with all these lights out dark nights in the building. The League needs to take responsibility & fix the mess they themselves created, go that extra mile in propping up the franchise, pulling it out of the ditch. Its the only way I see this thing being turned around, the brakes put on what seems to be the inevitability of an eventual Relocation.

While I agree with what you are saying...

Do you honestly believe the man who said “The simple truth? The Coyotes must have a new arena location to succeed. The Coyotes cannot and will not remain in Glendale.”

is going to change his mind and stay in Glendale no matter what? I don't know... but it would be interesting. Gary Bettman sitting in his office finally realizing he is out of options... and saying ... " ****... phone up Glendale and tell 'em we're staying "... Would love to see it.

... ya, and as Frank Herbert wrote in Dune; "Any Man who retreats into a cave with only one opening deserves to die"..... by his own actions, ill conceived plans & actions since 2008, many of them legal constructs upon which he was hoisted by his own petard and that as a Lawyer he should have been cognizant of in his dealings with Moyes.... with intemperate statements like the one youve quoted above.... the manifest stupidity of it all beyond appalling. In issuing such an edict he has backed that franchise into a cave and all but sealed its fate. They now have only one way out and you just know their gonna get slaughtered when they make a charge for it on the Legislature, Tempe.

Sarver meanwhile... he can wait it out. Siege mentality. They'll starve to death in the cave Bettman lead them into, expire before he really does have to get serious & tactically even with the Coyotes by then long gone, better he should just leave it to the last minute in his negotiations with the City of Phoenix. Then the gloves really come off. 11th hour. Cant stay at TSRA as is, cant afford to contribute to reno's so either you pay 100% of the costs of a complete makeover or buy me a new building or we too... gone. By then, maybe Seattle has an arena, BB specific. Get them panicking. Freaked out. Turn the screws. Just as the NHL & IA did in playing the COG....

So ya, me thinks Barroway best be instructing Steve Patterson to be making some overtures, sending some fig leaves over to Glendale City Hall. Only hope I can see and hopefully Patterson, fresh eyes n' all realizes same now or quickly comes to the realization & conclusion after talking to Legislators etc that what they seek... just not on. That they should be talking to Glendale. Not the Governor. Not Senator Worsley or the Mayor of Tempe'. Mayor Jerry.... make a weekend of it... go on out & bag some Blue Grouse with the good Mayor.... big ol' jug of Wild Turkey sippin whiskey round the campfire... that sort of thing... go a long way in repairing relations.
