Okay ... let's say that NYC wants a sea wall

Wow so does this we extend from Alaska to Chile? Also, you've said we a lot longer than that. The Philipines? India? Australia?

For the record I'm 1/8th native so you're not entirely correct

Agreed 100%

Problem is, how necessary is it?

I wasn't aware New York regularly got hit by Sandy sized storms.

I'm talking building, infrastructure, not geographical location. You choose the location, but design the city.

That's the same thought process that gets first responders in trouble when rescuing people that didn't want to evacuate. It's all about that one time, not the norm. Then again, I don't even want a wall.

Not worth investing the capital to attempt to prevent a storm surge from future storms.

Why not retrofit buildings in St. Louis which sits on top of a major fault line? All it takes is another earthquake there like they had in the 19th century and the city goes to dust.

I already said I don't want a wall! Please, don't force a wall upon my city!

It's probably pretty obvious the New York, and other coastal cities, probably need some better flood protection due to rising sea levelsand more frequent storms. Flood gates on the subway might be a start? But the bigger issue is a bit ridiculous. How about you take that $60-100 billion and invest it in stopping or slowing climate change. That would have a bit more of an effect than building a wall in the ocean.
