Say Penguins has 3 balls and wants to trade one ball because they feel theyd rather have a established player rather than the 1 in 60 chance of picking first. Then they trade the ball to the Jets for a player. Then Jets would have their ball plus Pitts additional ball

Nah, that'd never happen. Vancouver might trade for all the balls and then they wouldn't have a problem winning the Cup.
