Toews hasn't done great but he's a heck of a player, but Keith has and he did play at Michigan State for a year or two before leaving....what about Patrick Sharp who played at UVM.....also Kessel earlier in the playoffs was very good

Both Keith and Toews were already mentioned, and I believe the qualifier was that they had to have "done something" in this playoffs, which eliminates a bunch of people that were subsequently posted, ie Peverley, Stalberg (who I watched play against UMass) etc.?? If we were talking about everybody, Justin Braun (UMass-Amherst) is another one.
There is another guy that I just thought of that I can't believe nobody mentioned. Poster boy for American players: high school hockey, USHL, couple years big name college hockey, WC's, Olympics, and he played very well this year in the playoffs. Ladies and Gents, I give you:

So is that how the draft works now? Do you now have the same window to sign European draft picks that you have to sign Canadian Hockey players? 2 years and you lose their rights

No, it's not. Teams will still pick the best player regardless of where they play.
As for all these NCAA players being mentioned, for every one mentioned you could name 3 players from the CHL who are contributing in these playoffs. Just saying.

More specifically the point I was trying to make is in regard to players drafted in the later round. Of course people are going to draft the best player they can get, when drafting in the first few rounds.
But what some teams used to like to do was draft raw talent in the later round from Europe, knowing they could wait until the player was 22-25 years old to develop as a player before signing them. Now if Europeans must be signed within 2 years that value no longer exists.
That leaves American college players as the last place where you can draft a player at 18 as a raw kid, and wait for him to develop at age 22/23 and see if he is worth a contract then
